Can You Sell Off-Plan Property in Dubai Before Handover? (2026 Guide)

Yes, you can usually sell off-plan property in Dubai before handover. This is called an assignment or off-plan resale. Most developers allow it once you have paid a set share of the price, often 30–40%, and charge a fee for their No Objection Certificate (NOC). The sale is then registered with the Dubai Land Department, and the buyer takes over your remaining payments.

Updated November 2026 by Dani Diemzy, Dubai property agent since 2011. Rules differ by developer: your Sale and Purchase Agreement (SPA) has the exact terms.

How selling off-plan before handover works

  1. Check your SPA. Find the resale clause: the minimum amount you must have paid, the developer's fee and any restrictions.
  2. Agree a price with a buyer. The buyer pays you what you've paid so far plus any profit (the "premium"), and takes over the remaining instalments.
  3. Get the developer's NOC. The developer confirms that payments are up to date and approves the transfer for a fee.
  4. Transfer at the DLD. The Oqood registration is moved to the buyer at a DLD trustee office. The DLD transfer fee (4%) is due on the new sale, and who pays it is part of the deal.

Costs of selling off-plan property

Is it a good idea to "flip" off-plan property?

Some buyers make a profit by selling before handover when prices in the area rise. It is not guaranteed: if prices fall or many similar units are for sale at the same time, you may have to sell at a loss or wait until handover.
