Location: Palm Deira

Palm Deira is a large waterfront development off the Deira coast in the north-east of Dubai. It is planned by Nakheel and is still at an early stage. Its surroundings are the established Deira districts, Al Mamzar and the newer Deira Islands. Check the master plan for the exact position of the plot, and ask how access roads and services are planned.

The area is a long-term story. It may suit buyers who are comfortable with a new community that will take years to fill in. It may also suit those who want to buy early in a developing area. If you need an established neighbourhood on day one, compare it with other options. You can see more in our list of off-plan projects in Palm Deira.

Construction progress and handover

The DLD register shows 0% progress, with construction starting in March 2026. Expected completion is Q4 2027. This is an expected date, not a promise, and dates can move. Under Dubai rules the developer reports progress to the DLD during the build.

Before you buy, it is sensible to:

  • Ask for the latest progress figure and compare it with the DLD register.
  • Read the handover clause in the sales and purchase agreement (SPA) and what happens if the date slips.
  • Check that construction has actually started on site.
  • Ask which unit types are available and request the floor plans.

How to buy off-plan in Villa dell Arte

  1. Get the facts. Ask Dani for the price list, floor plans and payment plan. These are not in the public register.
  2. Reserve a unit. You normally sign a reservation form and pay a deposit. Ask whether it is refundable.
  3. Sign the SPA. Read the payment schedule, handover date and delay terms.
  4. Register with the DLD. Off-plan sales are recorded in the DLD's Oqood system. The DLD registration fee is 4% of the price, plus small admin fees.
  5. Pay into escrow. Dubai law requires buyer instalments for registered off-plan projects to go into a project escrow account. Never pay the developer directly. Confirm the account details in the SPA.
  6. Handover. You inspect the unit, settle the final payment and receive the title.

Foreign buyers can purchase in designated freehold areas. If the price of a property reaches AED 2 million, the buyer may qualify for a Golden Visa. As the price here is not yet known, ask Dani whether a unit would meet that threshold and what the current rules require.
